What is the Homeless Veterans' Reintegration Program?


The Homeless Veterans' Reintegration Program (HVRP) is a competitive grant program administered by the Veterans' Employment and Training Service (VETS) of the U.S. Department of Labor. As the first nationwide grant program focused on placing homeless veterans into jobs, the primary objective of HVRP are:
  • To provide services to assist in reintegrating homeless veterans into meaningful employment within the labor force; and
  • To stimulate the development of effective service delivery systems that will address the complex problems facing homeless veterans.

The range of HVRP-funded employment and training services include:

  1. Classroom training
  2. Job search activities
  3. Job preparation
  4. Subsidized trial employment
  5. On-the-job training
  6. Job placement
  7. Placement follow-up services
  8. Vocational counseling

Who is eligible to participate in an HVRP-funded program?

To be eligible for receipt of HVRP services, an individual must be homeless and veteran, defined as follows:
  • The term "homeless or homeless individual" includes persons who lack a fixed, regular, and adequate nighttime residence. It includes persons whose primary nighttime residence is either a supervised public or private shelter designed to provide temporary living accommodations; an institution that provides a temporary residence for individuals intended to be institutionalized; or ordinarily used as, a regular sleeping accommodation for human beings.
  • The term "veteran" means a person who served in the active U.S. military, naval, or air service under conditions other than dishonorable.
  • For the purpose of the VAF administered grant, an applicant must reside within a 100 mile radius of Tomah, WI.

How has VAF assisted veterans' using the HVRP grant?

The cycle for the HVRP starts 1 July and ends on 30 June the following year.

The Grant allows the VAF to provide the veteran a large array of assistance and services. Listed here are some of the services provided over the last year:
  • Obtaining birth certificates, Identification cards, and Social Security cards
  • Occupational clothing; uniforms, safety boots, and glasses
  • Assistance in obtaining a Commercial Drivers Licenses and DOT physicals
  • Technical certification through classes provided by WWTC, MATC, and FVTC
  • Tools
  • CNA Certification through WWTC
  • Diesel Truck Driver Training through a certified school
  • Heavy Equipment Operator training
  • Remedial education
  • Vocational counseling
  • Goal Oriented Adult Learning (GOALS) testing and classes
  • GED assistance
  • Basic skills training
