Charles N. Bikakis has held the position of Director of the Veterans Service Department since April 20, 1998. Prior to moving to Bakersfield he served in the United States Marine Corps. He received his Bachelors Degree from the U. S. Naval Academy in 1960 and a Masters Degree in Management from the U. S. Naval Post Graduate School in Monterey, CA in 1968. He entered the United States Marine Corps in 1960 and retired with the rank of Major after 20 years service. He served in the Republic of Vietnam from August 1968 through September 1969. Upon retirement he relocated to Bakersfield where he managed various real estate operations for the next 12 years. The Kern County Board of Supervisors appointed him to his present position in 1998.
He married Sherie Braden, a Bakersfield native, in the Fall of 1962. They have three children, two of whom reside in Bakersfield. Cari, his oldest daughter teaches school in the Greenfield School District. His son Nick, entered the Marine Corps in 1989 and served with the First Marine Division as an Artillery Officer during the Gulf War. His youngest daughter, Suzanne earned her Master's Degree in Occupational Therapy and presently works in the Bay area.
He is proud of the accomplishments achieved since becoming the County Veterans Services Officer, but none is more important than advocating for veterans and reminding the community of the achievements of this select group of citizens. Active outreach and joint community activities providing increased flow of information to the veteran, dependent and the non-veteran citizen. Relocating the Department to their present site during the Spring of 1999 provided increased visibility and easier access for the veteran community and facilitated this information and services flow.
His concern of the plight of the homeless, particularly the homeless veteran, introduced the first Kern County Stand Down during October 1999. With the assistance and support of veterans organizations, community volunteers and local businesses Stand Down has become an annual event, providing the outreach and guidance enabling many of these veterans to start the recovery process and move from their life on the streets to one as productive citizens.
He has affiliated with many organizations in order to deliver his message of veterans services. He is a member of the National Association of County Veterans Service Officers, NACVSO; The California Association of County Veterans Service Officers, CACVSO; he is the Vice President of The Veterans of Kern County, Inc. a non-profit supporting the needs of new veterans and their dependents; He is a Board member and serves on the Executive Committee of the Kern Veterans Memorial Foundation, KVMF building a lasting monument to all of Kern's veterans. He is the past president and a life time member of the Military Officers Association of America, MOAA, as well as a life member of the American Legion, Veterans of Foreign Wars, and the Disabled American Veterans, DAV.
